The 43 clubs in the National Premier Leagues, State League 1, and State League 2 competitions (excluding Adelaide United) will compete in the Federation Cup. Clubs from the amateur and regional leagues will be able to sign up for the competition.

Bold indicates National Premier Leagues clubs. NPL clubs are given byes to the second round, subject to the following criteria:

• If less than ten additional clubs sign up, some teams will be given byes to the second round.
• If exactly ten additional clubs sign up, no teams will be given byes.
• If between 11 and 21 additional clubs sign up, some NPL clubs will play in the first round. These clubs will be seeded to avoid being drawn against each other.
• If exactly 21 additional clubs sign up, all teams will play in the first round.
• If more than 21 additional clubs sign up, an extra round will be played.
